For example, take the Southern Sea. If this is a role-playing forum, then why is the only topic in there a quest. Shouldn't there by a topic calling Southern Sea RP'ing so we can just RP in that section?

Umm, sure. Just create it. But I don't know what you would do, other then lay around. You might as well make up a quest, cause that gets you XP.
